This game tends to attract a lot of aholes and people severely suffering from Schadenfreude. These people tend to be louder, more obnoxious, and more aggressive. The more they're ignored the more ****ed off they get. So they'll continue to up their ante as the population learns to deal with their annoyance. It's an insatiable need for attention.

You can't reason with these people. They will only take you on circular logic spins, spouting words like "Darwinism", "survival of the fittest", "C0ward!1!", etc to excuse their bullying/grief behavior. Every bully and griefer has an excuse to justify the reason they do what they do, going as far as blaming their victim for their own behavior. Eve is, unfortunately, no different. I'd go as far as saying that this game facilitates it due to the lack of real life consequences and repercussions.

well as it happens a new corp is started, we are now friends with several pirate and griefter corps (including the original war dec'ers) and are now joining faction war, I figure if care-bearing is dead then so be it, let the fight begin... figured faction war was a good entry into PVP and a good training ground (looking a the up coming changes too)
so to answer my original question my self, yes eve is becoming a population of pirates and griefters so join in while you can... or get left behind..

Heh heh, you'll be fine. There aren't consequences for being a pirate. Just remember to use an alt for all nonpirate activities and you'll be as right as rain.
